The short answer
The question gets asked because the answer genuinely is ambiguous, and it is ambiguous because the industry uses one word for two products. Jobber is not being misleading when it says CRM. It is using the word in the sense that has been standard in field service software for years: a place where customer records live.
The trouble starts when a roofer who has been told to "get a CRM" because enquiries are going cold buys Jobber, uses it happily for six months, and finds enquiries are still going cold. Jobber did its job perfectly. It was never the job that needed doing.

Jobber is not blind to the lead side. Its core plans include request forms and automatic quote follow-ups, and its AI Receptionist add-on answers calls and texts, and texts back callers who hang up. The qualification is that Receptionist, Reviews, Campaigns and Referrals are each sold as add-ons rather than included. Prices for those add-ons are on Jobber pricing, along with the reason we will not state a single figure for them.
